I went to the State Dept's website, and although it shows as of Dec 2006, a passport is required, it shows only for air and sea travel. Dec 2007 is when it shows for land travel.

There were a couple of different ideas and regulations being tossed around. As it stands now, they're going to nexessitate passorts for Mexican travel on December 31, 2006 - I.e. the end of 2006, NOT the end of 2005.
If you're going to the Caribbean, Bermuda, Central and South America, though, starting Dec 31 2005 you'll need a passport - but not Mexico.
